Best free cookie consent banner: the short answer
For one WordPress site the best free cookie consent banner is Complianz's plugin, which has no pageview limit; on other platforms the pick runs between CookieYes Free, Termly Free and Cookiebot Free, by what each counts and covers. As read on October 31, 2026, CookieYes Free is $0 for one domain, with 5,000 pageviews a month, each pageview being one load of a page that carries its code.
- Termly for a free banner with a basic legal policy, at 10,000 banner views a month.
- Cookiebot for a one-domain site under 50 subpages.
- CookieYes for one site on any platform; its Shopify app has a separate free plan with unlimited page views subject to fair use.
The meters differ: CookieYes counts pageviews, Termly banner views, Osano monthly visitors and Cookiebot subpages, so their allowances are not like for like.

What free cookie consent plans leave out
CookieYes Free has no Global Privacy Control (GPC, a browser signal that tells a site not to sell or share a visitor's data) and no geo-targeting until Pro. It allows 5 scans a month where paid plans have unlimited scans, and its consent log exports 1 year back where paid plans export 5. CookieYes says Cookiebot's Free plan has no cookie auto-blocking, on a comparison page dated March 2026.
WebsitePolicies lists its free basic policy as not suitable for commercial use, which rules it out for a business site. Osano Free covers 1 user and 1 domain. Termly Free scans quarterly, and iubenda's pricing page names a free plan without publishing its limits.
When a free banner stops working
CookieYes's Fair Use Policy says Free plan functionality may be suspended until the next billing cycle once the allowance is reached, and its pageview article describes alerts at 80, 95 and 100 percent. A free plan is free today, not guaranteed unchanged: websites on the Free plan before July 1, 2025 keep 15,000 pageviews a month, while new Free websites get 5,000. The CookieYes free plan guide has the limits in full.
CookieYes allows one Free plan per account, and each extra domain needs its own paid plan.
Moving up from a free banner
CookieYes Basic is $10 a month per domain, billed monthly, or $100 a year per domain, billed annually, with 100,000 pageviews a month. Termly Starter is about $14 a month per website billed monthly (Termly's US price list), with 50,000 banner views. Osano's Plus plan costs $199 a month and covers 3 domains. CookieYes's Basic, Pro and Ultimate plans come with a 14-day trial: the Refund Policy says payment details are collected at sign-up, and the pricing FAQ says the card is charged automatically when the trial ends unless you cancel.
